The water district has a number of different style meter boxes installed throughout the community, one of which is shown here with the word 'Water' on the central lid which can be raised to read the meter. This enlarged view of the meter shows a reading of 128980.  If read in another month and showing 133230 then a usage of 4,250 gallons would be derived. Similar monthly water usages are reported for every customer with the quarterly billings.
